1.  Service description

Blue Line Travel is the owner and operator of https://blueline.agency, BLUE LINE TRAVEL   is a registered Albanian Tour Operator travel company, Based on Law 7850, date 29.07.1994 “The Civil Code of the Republic of Albania” amended, Law 9734, date 14.05.2017 “On Tourism” amended and other effective legislation. which offers a vast range of tourism and related services. 

 

Terms and Conditions

  2. a) Bookings & Payments

Bookings will be considered valid only if confirmation is followed immediately by an advance payment of 20% of the total cost.

  1. b) Contract

To secure a booking BLUE LINE TRAVEL  requires a non-refundable deposit as above per person per component. Full payment is required if 20 days before travel is due to commence (or at an earlier stage for some components). This payment is deemed to be confirmation that the client has read and accepts the BLUE LINE TRAVEL  booking conditions and the risks involved in the travel). Clients booking through a travel agent or by telephone email or online will be deemed to have read the booking conditions and accepted them. A booking is accepted and becomes definite only from the date when BLUE LINE TRAVEL  has issued a confirmation invoice to the client who makes the booking or their authorized travel agent. It is at this point that a contract between BLUE LINE TRAVEL  and the client comes into existence. BLUE LINE TRAVEL  reserves the right to decline any booking at our discretion.

The contract is between BLUE LINE TRAVEL  and the client, being all persons named on the booking as traveling or intending to travel with BLUE LINE TRAVEL . The person making the booking (which is subject to these terms) warrants that he/she has full authority to do so on behalf of all persons named, and confirms that all such persons are fully aware of and accept these conditions.

The contract, including all matters arising from it, is subject to Albanian law and the exclusive jurisdiction of its respective courts. No team member of BLUE LINE TRAVEL  other than a director has the authority to vary or omit any of these terms or promise any discount or refund.

 

  1. Payment of Components

The balance of all monies due, including any surcharges applicable at that time, must be received by BLUE LINE TRAVEL  not later than 20 days before departure. For certain components, full payment must be received at an earlier stage before the component starts. You can pay to BLUE LINE TRAVEL  by bank transfer, and credit card (Visa and Mastercard). However, a 4% fee is payable if payment to BLUE LINE TRAVEL  is made by credit card.

In the case of non-payment of the balance by the due date, BLUE LINE TRAVEL  will treat the booking as canceled by the client and apply the appropriate cancellation charges.

Local funds plus any local surcharges must be paid on Day 1 at the destination of travel or as instructed in the documentation or by local staff. Failure to pay will result in the client being excluded from the component without a refund. Local surcharges are non-refundable for any unused elements of the component. Refer to clause 6 for further details.

Monies paid to a travel agent are held on behalf of BLUE LINE TRAVEL  who is bound by these booking conditions in full.

 

  1. Changes 

3a. Changes by You

A change of departure date and/or component to another must be requested in writing by the person who made the original booking. It must also be accompanied by the administration charge per person per component (plus additional deposits if applicable) unless the request is within 60 days of departure in which case cancellation charges will be applied as detailed in clause 4. The original component deposit and cancellation charges will apply based on the departure date of your original component (if changing to a later date) regardless of the length of the new component.

Any changes to extra services must be confirmed in writing by the person who made the original booking and must be accompanied by the administration charge per booking in addition to the cost of any extra services required. Whilst every reasonable effort will be made to accommodate changes and additional requests their availability cannot be guaranteed. Changes to extra services already booked will incur the administration charge. Extra services may be added up to one calendar month before departure without charge, however.

3b. Changes by us

While BLUE LINE TRAVEL  will do its best to operate all components as advertised, by accepting this contract the client accepts that it may prove necessary or advisable to vary or modify a component itinerary or its contents due to prevailing local conditions. BLUE LINE TRAVEL   reserves the right at any time either before or during a component to cancel or change any of the facilities, services, or prices described (including transport, accommodation, or other arrangements) and to substitute alternative arrangements of comparable value without compensation and accepts no liability for loss of enjoyment as a result of these changes.

If a major change becomes necessary BLUE LINE TRAVEL  will inform the client as soon as reasonably possible if there is time before departure. The definition of a major change will depend on the individual component and circumstances and is at the sole discretion of BLUE LINE TRAVEL . When a major change is made the client will have the choice of accepting the change of arrangements, or within 7 days notification of the change, purchasing another available component or canceling the component and obtaining a full refund, provided that the major change is not because of force majeure.

Force majeure is war, the threat of war, riot, civil strife, industrial dispute, terrorist activity, natural or nuclear disaster, disease, fire or adverse weather conditions, technical or maintenance problems with local transport or BLUE LINE TRAVEL   vehicles, changes imposed by cancellation or rescheduling of flights by an airline or main charterer, the alteration of airline or aircraft type, or other similar events beyond the control of BLUE LINE TRAVEL . BLUE LINE TRAVEL  is not liable for any penalty charges associated with non-refundable airfares, in the event of a change to a component departure time, date, or airport. All costs incurred due to force majeure such as transportation, communication, accommodation, food, or other similar items will be passed to the client by way of local surcharges. See clause 6.

 

  1. Cancellation

 

4a. Cancellation by You

The client may cancel the booking at any time provided that the cancellation is made to BLUE LINE TRAVEL  in writing. Written notification is essential even if verbal notification of an intention to cancel has been given. Cancellation charges will be applied as shown below calculated from the day written notification is received by BLUE LINE TRAVEL . The date used for calculating cancellation charges will be as follows:

 

Group tours, Independent Travel & extra services:

Till 40 days          Deposit Only

Till 30 days          30% of Tour Price

Till   14 days       50% of Tour Price

Less than 14 days 100% of Tour Price

5a. NOTE: In addition to the above, all cancellations made by the Customers shall be subject to a penalty of 4.5% of the Tour Price, and any fees applicable to wire transferring of any monies paid.

Clients who have booked 2 or more group tours will be subject to the above conditions based on the start dates of each group tour booked. Any discounts received due to booking additional group tours will be deducted from the refund amount owing for the canceled group tour or invoiced separately if further payment is required.

 

4b. Cancellation by Us

BLUE LINE TRAVEL  reserves the right to cancel a component in any circumstances but will not cancel a component less than 4 weeks before the component starts, except for force majeure, or the client’s failure to make all payments or one of the conditions detailed in Clause 5. Unless the client fails to pay the final balance BLUE LINE TRAVEL  will, upon cancellation, return all monies paid excluding payment for travel insurance and administration charges or offer an alternative component of comparable standard.

 

  1. Travel Insurance

Travel insurance is mandatory for all clients of BLUE LINE TRAVEL. Clients together with their personal property including baggage are at all times solely at their own risk. Clients are wholly responsible for arranging their insurance. A suitable insurance policy should provide adequate cover for medical expenses arising through illness or accident before or during the component and loss of component monies through cancellation or curtailment of the component for insurable reasons. BLUE LINE TRAVEL  can assist clients in obtaining a suitable insurance policy. Clients making their arrangements should ensure that there are no exclusion clauses limiting protection for the type of activities in their component. Clients should satisfy themselves that any travel insurance arranged through BLUE LINE TRAVEL  is what they require and should arrange supplementary insurance if need be. Proof of adequate insurance will be requested at the start of your component. Failure to provide this will result in the client being prevented from joining the component without a refund.

 

  1. Passports, Visas, and Vaccinations

It is the responsibility of the client to have a valid passport, visa permits, vaccinations, and preventative medicines as may be required for the duration of the component.

 

  1. Participation and client responsibility

All clients are expected to satisfy themselves before booking that they are fit and able to complete the itinerary of their chosen component as described by BLUE LINE TRAVEL . Clients are also expected to accept that the components described constitute “Adventure Travel” and that travel to and facilities in developing countries will not be too similar standards which they may be accustomed to at home.

 

Clients agree to accept the authority and decisions of BLUE LINE TRAVEL ’s employees, tour leaders, and agents whilst on components with BLUE LINE TRAVEL . If in the opinion of such person the health or conduct of a client before or after departure appears likely to endanger the safe, comfort or happy progress of a component the client may be excluded from all or part of the component, at his or her own expense, and without any refund. In the case of ill health, BLUE LINE TRAVEL  may make such arrangements as it sees fit and the associated total costs of these arrangements including expenses of BLUE LINE TRAVEL  must be paid for by the client. If a client is excluded as above or chooses to leave of their own free will or leaves due to ill health or any other reason there will be no refund of the component price, extra services surcharges, local fund, or any local surcharges. All services forming part of the whole package booked will be forfeit though may be recoverable through your travel insurance in some circumstances.

 

  1. Local Laws

All participants in components operated by BLUE LINE TRAVEL  are expected to obey the laws and regulations of the countries visited and any failure to do so will relieve BLUE LINE TRAVEL  of all obligations that they may otherwise have under these booking conditions.

 

  1. Illness or Disability

Anyone suffering from illness or disability or undergoing treatment for any physical or medical condition must declare the true nature of such condition at the time of booking and make arrangements for the provision of any medication or other treatment which may be required during the component. Failure to make such disclosure will constitute a breach of these booking conditions and result in such persons being excluded from the component in which case all monies paid will be forfeit.

 

  1. If you have a Complaint

If the client has a complaint about any of the component arrangements the client must bring it to the attention of the tour leader or other representative of BLUE LINE TRAVEL  at the time so that they may use their best endeavors to rectify the situation. It is only if BLUE LINE TRAVEL  is made aware of any problems that there will be the opportunity.

 

  1. Changing terms of use

BLUE LINE TRAVEL  holds the right to change the terms of use at any moment without previous notice. Changes take effect at the moment of denunciation. Visitors are obligated to notice those changes and adapt to them.

Car rental TERMS & CONDITIONS 2024

Your car rental includes:

  • Third party liability insurance at the highest rate.
  •  Unlimited Mileage for ALL cars. Location fee.
  • 24 Hours Road assistance.
  •  VAT and Local taxes.

 

Rent NOT Includes:

  • Fuel
  • Traffic fines – The Driver is fully liable. 15Euro commission is charged for each fine.

 Deposit Guarantee

  • 250€ DEPOSIT, payment is possible with Cash on Car Pick-Up, also with Credit or Debit Cards  (Deposite with cards have an extra fee of 4%).

Payment Policy

  • Rental payment is 100% in advance, when you signed this contact. Cash payment is accepted.
  • Acceptable credit cards are VISA, VISA Electron, Master Card and Maestro.
  •   Payments with cards have an extra fee of 4%.

 

Changes in the reservation:

  • Reservations can be changed up to 48 hours before the rental period. 

 

Cancellation policy:

  • Cancellation of a booking must be made a minimum of forty eight (48) hours before the rental of the vehicle is due to commence, pursuant to a booking made on this booking engine. If you wish to cancel a booking, the only accepted method is through your account in our Website.
  • In case of cancellations of bookings the following charges will be applied:
  • In the event of a cancellation notice which is received by Blueline.agency at least forty eight (48) hours before the rental of the vehicle is due to commence, pursuant to a booking made on this booking engine, all funds will be reimbursed.
  • In the event of a cancellation notice which is received by Blueline.agency less than forty eight (48) hours before the rental of the vehicle is due to commence, pursuant to a booking made on this booking engine, no funds paid will be reimbursed.
  • In the event that you cancel or amend a credit card booking, Blueline.agency will not be liable for any monetary losses suffered by you as a result of a change in monetary exchange rates between the time of your original booking and its subsequent cancellation or amendment (as applicable).

·         Minimal number of rental days in July, August, December, and January is 2 days, if booking is made for less than 2 days for mentioned months, the lessor reserves the right to cancel the reservation.

 

Terms of renting:

·         Vehicles are normally rented in Saranda, Gjirokastër, Ksamil and Tirana International Airport. If you wish, we can deliver the car at any place or the borders of Albania, for some additional pick up/collection fee.

·         If the car is rented at or returned from any place in Albania (except our offices), upon signing the Contract, the car passes an inspection and findings are made and recorded in the contract. Upon returning the car by the client, an authorized employee of the company inspects the car, and if he finds losses and damages caused by Renter’s fault and not covered by the insurance policy, the amount can be paid on the spot.

Renting price:

·         All prices are in EURO.

·         The rental period is counted for 24 hours as of the time of renting.

·         If the return of the car is delayed within 1 hour, with some appropriate reason, you will not be charged. In case of delay for more than 2 hour 100% of the rent due per 1 day should be paid.

 

No hidden charges!

·         We offer a wide range of vehicles of different classes and models.

·         All vehicles have passed careful technical inspections; they are fully equipped, with air-conditioning, central door lock, air bag, ABS, power windows, etc. and any other compulsory equipment (first aid kit, fire extinguisher, triangle, tire wrench).

·         All cars are insured. They are covered against third party liability at the highest rate.

 

Requirements for the renter:

·         Renter must be between 21 and 65 years old, must have valid personal documents – passport and driver license, with driving practice of minimum 2 years.

·         The rented car may be driven only by the persons entered in and authorized by the Rental Contract.

·         We do not charge extra for second driver but require that you inform us if there will be other driver, so we can put them on the rental contract. In certain occasions we can make exception for drivers below 20 years of age, but additional deposit will be needed.

·         If your license is not in Latin alphabet (i.e. Arabic, Russian or Chinese) you need to bring an International Driver license and your domestic license. If you’re renting abroad (outside the EU) International drivers license is usually required regardless of the alphabet. International driver’s license must be accompanied by the original domestic license of the driver.

 

Technical problems:

·         The cars available for renting are well maintained and kept in very good technical condition. However technical problem may appear.

·         In case of technical problem, the client has to contact us on the EMERGENCY TELEPHONE NUMBERS which are written on the renting contract.

·         If the problem is minor and the car is moving we may ask the client to drive it to the first available garage on the road to fix the problem.

·         At the end of the renting period the client has to show us an invoice from the garage and we will refund the amount spent for the repair.

·         If a big technical problem appears we will send immediately our service truck with another similar car to change the broken one.

 

General terms of protection plans:

·         At vehicle pick up it is important to choose some type of extra coverage, there are different coverage packages which are adjusted to your needs and abilities, from decreased damage excess to no excess at all.

·         CDW - Collision Damage Waiver limits the driver’s responsibility for damages done to the vehicle.

·         The customer is only responsible for the following amounts:*750,00 € (ALL VEHICLE CATEGORIES)

·         The damage done to the vehicle will be charged according to the repair price list available in our offices.

·         THEFT PROTECTION (TP)Theft protection (TP) limits the driver’s responsibility in cases of vehicle theft or damages done due to theft or attempted theft to the excess amount, which is subject to the terms of the rental agreement. TP does not cover personal belongings: *750,00 € (ALL VEHICLE CATEGORIES)

·         CDW + Collision Damage Waiver plus reduces the damage excess to the following limits:*750,00 € (ALL VEHICLE CATEGORIES)

·         WUG - Wheels, undercarriage and glass protection is complete coverage for damage done to the undercarriage, glass, and wheels of the vehicle.

 

in case of a traffic accident, theft, engine breakdown or similar, The client is obliged to:

·         keep the vehicle safe until the time it is picked up by the lessor.

·         take the names and addresses of every witness and participant.

·         call the police and procure their record except in the case of motor breakdown.

·         give a statement as soon as possible in the nearest office of the lessor.

·         In the case that the user does not procure a police report, all selected insurance protection plans such as TP / CDW, CDW are considered invalid due to the client’s failure to comply with the provisions of the rental agreement and general terms and conditions.

 

Costs that are not covered by rental company and cannot be covered by any additional coverage

·         Loss or theft of luggage and or personal items from the vehicle

·         Parking tickets or fines, traffic violations and such

·         Costs due to the wrong fuel type usage

·         Expenses for lost, stolen or damaged car keys

·         Expenses for lost, stolen or damaged car documents

·         Expenses due to negligence – empty battery

·         Expenses due to damage to the car’s interior

·         Costs of lost equipment (spare tire, tire repair kit, bunker shelves, document etui, driver’s manual)

·         Expenses due to damage to additional equipment

·         Expenses due to car misuse

·         Expenses due to ignoring instruction for car maintenance stated in the cars service book

·         Expenses to the vehicle under the influence of alcohol or drugs

·         Costs of car extraction from inaccessible areas (e.g. extraction from mud due to traveling outside regular road infrastructure)

·         Expenses incurred by using dirt roads

·         Expenses incurred by car racing or cars participation in sport events

·         Expenses due to overburdening the car with people or cargo

·         Damage costs caused by a person not stated in the contract as the main or additional driver

·         Costs created in cases when the main driver or additional driver stated in the rental contract does not have a valid driver’s license or has a ban on driving motor vehicles.

·         Other: damaged windscreen wipers or locks, loss or theft of outside parts of the vehicle without a police record, damage costs incurred by usage of roof carriers or luggage on carriers, damage caused by improper handling of luggage and or putting cargo or luggage on the roof, hood etc., as well as expenses caused by ignoring sound and visual warnings of the vehicle.

Lost key

·         In the case that the lessee has lost the car key, a fee of 300,00 € and more (depends on a vehicle model) will be applied.

 

Lost documentation or registration plates

·         In the case of lost or stolen vehicle documentation/ registration plates, a fee of 150.00 € will be applied.

·         The police report is mandatory.

 

Vehicle Cleaning

·         A minimum fee of 10€ will be charged for normal cleaning where a Rented Vehicle is returned in an unsatisfactory condition and/or with a dirty interior.

·         In case the vehicle requires a special cleaning procedure after drop-off (i.e. smell removal, animal hair, spillage of liquids), a minimum fee of 60.00 € will be charged.

 

Don’t smoke in vehicles

·         The penalty for smoking in the vehicle is 60,00 €.

 

PROHIBITED USE. The Vehicle shall not be used:

·         for the transportation of persons for compensation

·         in any race, test, or competitive event

·         outside of Albania without first obtaining Renter Company’s written permission

·         by any person not specified in reservation page

·         in violation of any state, or local laws

·         while under the influence of intoxicants or drugs

·         to push or tow

·         to leave the keys in or not to properly lock up or secure the Vehicle (excluding valet parking)

·         if further use of the Vehicle would cause damage (i.e. warning light on, flat tire, steam rising from engine)

·         to carry hazardous or explosive substances

·         to transport a total Vehicle and payload weight in excess of the gross Vehicle weight as specified on the Vehicle.

·         to drive in or through a structure where there is insufficient clearance, whether of height or width – or off regularly maintained roadways.

·         to drive Vehicle if cargo is improperly and/or not secured.

 

IN NO EVENT SHALL RENTEE SUBRENT OR RELEASE THE VEHICLE TO ANOTHER PERSON OR CORPORATION.

·         If the Vehicle is obtained from Rentor by fraud or misrepresentation or is obtained or used in furtherance of an illegal purpose, all use of the Vehicle is WITHOUT RENTOR’S PERMISSION. The foregoing conditions are cumulative and each of them shall apply to every use, operation or driving of the Vehicle.

·         The Rented Vehicle should be driven only by the renter or additional drivers mentioned in the rental agreement.

·         The Rented Vehicle must not be used: for infringing provisions of the Albania Road Circulation Code, for any purpose contrary to Albanian law, for towing other vehicles, for transporting heavy objects or baggage, flammable materials, or pungent objects, outside the asphalt road network, and/or use under the influence of alcohol, narcotic or toxic substances or speeding.

·         The Renter undertakes not to allow the car to be driven by persons other than himself or those approved by the lessor and for which he guarantees, and to reuse the vehicle only for his personal needs. It is forbidden to any competition whatsoever, and to use the rented vehicle by carrying a greater number of passengers than the one carried on the contract.

·         In addition, the vehicle must not be transported via boat; or across country borders without the prior written authorization of Car Rentals Company

Return of vehicle

·         This Agreement is one of rental only.

·         The Vehicle is the property of the Rentor and shall be returned to the Rentor’s address or at a place designated by Rentor and on the date shown on Page 1 or earlier if demanded, together with all tires, tools, accessories, and equipment in the same condition as when received, ordinary wear and tear expected.

·         Failure to return the Vehicle to the place and on the date as set forth in this Agreement, will terminate the Rentor’s permission for the Rentee to use the Vehicle and thus will terminate the extension of all insurance coverage herein provided.

·         If the rented Vehicle is returned to Rentor at any place other than that listed herein, Rentee agrees to pay all expenses incurred by Rentor to have the Vehicle returned.

·          Rentor or any of its agents or employees, may peacefully repossess the Vehicle without demand wherever found and terminate this Rental Agreement if the Vehicle is illegally parked, is used in violation of law, or in violation of the Agreement, or was abandoned.

·         Rentor shall not in any way be liable to Rentee for damages resulting from such repossession nor shall it be responsible for the loss or damage to any property of Rentee contained therein.

 

Car type

·         All vehicles included in our catalogues are illustrative only. Actual vehicles may vary and you may be provided with a similar model at Car Rentals Company discretion.

 

Renter’s liability

·         The renter is obligated to provide a vehicle to the lessee for a specified price.

·         The renter insures the car and the lessee.

·         The renter is obligated to check the condition of the vehicle and ensure that it is safe to use before the rent.

·         The car that the renter provides must be clean and tanked up.

 

Data protection

·         In the course of the performance of the rental process, it is necessary to collect some personal data. It is mandatory to provide all the requested information. In the absence of such information, [Car Rental Company] (Data Controller) will not be able to correctly process your rental. The Data Controller will use your personal data to assist you with reserving, renting, and leasing vehicles and for marketing purposes.

·         You may correct factual errors in that data or exercise your right to access, update, or delete personal data by sending a request to the Data Controller using the contact details provided in the rental agreement that you signed when you collected the vehicle.
